Another aspect to look at before designing the page is the technical requirements of the proposed site. For example, if the site will be seperated into server-side includes, the server must support them. Or, if there is an actively used database, how powerful must the machine be that hosts the database? Another server-side question is whether the site's host server is providing enough disk space to support the entire site. This is an especially important question for sites with a collection of large images. The space they require can add up quickly.

Another technical requirement of a successful page are the clients' machines. If you design a website that will overtax 90% of the users' computers, I guarantee it won't be very successful. Or if you design a site with a plugin that most users don't have, many of those users will not be willing to take the time to download and install the plugin just to view your one site. Keeping these issues in mind will help when deciding what will go on the the site, and what can be assumed to require too powerful of computers.
